[BlueOnyx:16573] Refuse DNS Lookup

We seem to have an issue with DNS if we query our dns for a domain name 
it answers
but if we query by IP address we get a reply of
** server can't find x.x.x.x.in-addr.arpa: REFUSED

but when we login to the dns it is there

Any idea?
