[BlueOnyx:16203] Question 5107R Systemadmin - No Add New Site Button

Hello,

I have a 5107R Installation with an additional admin since years. Before the ACL extension of the systemadmins the admin was able to add new sites.
After the change the Add new Site Button is missing. The resources should be big enough:

Maximum Virtual Sites: 1000 - Maximum Allowed Disk Space: 100000 - Maximum Users: 1000

I have created an additional admin with the same resources and this user have the Add Button.

What can I check to figure out why one the admins have not the Add Button?
