My suggestion for ftp

cp /etc/proftpd.conf /etc/proftpds.conf
vi /etc/proftpd.conf
   -  TLSEngine on
   +  TLSEngine off
vi /etc/xinetd.d/proftpds
   -  server_args             = -c /etc/proftpd.conf
   +  server_args             = -c /etc/proftpds.conf
/etc/init.d/xinetd restart
