I have another hint to prevent the flappy behavior.
What we can see at systems which are flappy is
Oct 31 14:38:23 ww6 proftpd[12861]: warning: "ProFTPD" address/port (123.123.123.123:21) already in use by "ProFTPD server"
There is definitely no proftpd process running. It is definitely configures as inetd ServerType.
The solution is to change the Line
server_args = -4 -c /etc/proftpd.conf
to
server_args = -N -4 -c /etc/proftpd.conf
Then it should work more stable.

Yes I also saw that the fix was very flappy.
But my experience is that after a server restart this problem is gone.
I now checked this with 10 servers and it seems to be working.
1.) yum clean all ; yum update
2.) go tot he gui and uncheck -> Safe, recheck -> Safe your FTP settings
3.) reboot
If somebody used my quick fix yesterday than you also have to check if you have two server_args line in /etc/xinetd.d/proftpd
If it is so remove your line and stay with Michaels new entry.

Yes, I am seeing the same symptom on the servers that I had run the
procedure on. Unfortunately it works for a time, and then returns to a
broken state. I'll keep poking at it with a sharp stick to see if
there is something else that comes up.
