Holy crud, there's a lot of old stuff in there, going back to 2013.
Then I found this:

So, we spontaneously went from May 6, 2015 to September 21, 1995?
Under the presumption that the problem was the sudden jump back in time
getting interpreted by Webalizer as a stopping (or breaking) point, I've
removed every line from there until May 8, which is where the clock was
apparently corrected and logging resumes under what appear to be normal
dates.
Then re-ran this:
# cp /var/log/httpd/access_log /tmp/.logrotate_apache_access
# /usr/local/sbin/split_logs web < /tmp/.logrotate_apache_access
# /etc/cron.daily/00webalizer
It's clear that the logs are rotating properly, and evidenced by the
logs directory:

total 66M
