Yeah. Your /tmp is mounted read only. Therefore it cannot run that command.

See my reply to Michael Aronoff: I'll roll up and will publish fixed PHP
PKGs.

In the meantime run this to remove the currently broken ImageMagick
support on 5107R, 5108R, 5207R and 5208R:

mv /home/solarspeed/php/etc/php.d/imagick.ini
/home/solarspeed/php/etc/php.d.unused/

/sbin/service httpd restart
