You may double check the main settings/server settings within network services -> web and the settings that are specific for the vsite.
You may set each of them for testing purposes to "allow override all".

Another idea: 
You may restart httpd manually, sometimes it gets stuck, when many changes are made. 
(/etc/init.d/httpd stop)
Ps -aux to see, if there are processes left running - killall -9 httpd
Afterwards /etc/init.d/httpd start 

You may also check the SSL Settings for this site and the port bindings. Seems that the certificate is not correctly bound to the site -respective the ip..

I've spun up a second VM, and have restored the server using the automated backup/restore.

Everything seems to be configured correctly, but I can't figure out what it's not working.

A few things are happening.

1) [Sun Jan 18 23:39:13 2015] [alert] [client x.x.x.x]
/home/.sites/28/site1/web/.htaccess: Options not allowed here

I've set the GUI to allow Options, just as I have the other one. No issues with the other one.

2) One site has SSL:
[Sun Jan 18 23:40:41 2015] [error] [client x.x.x.x] Invalid method in request \x16\x03\x01

I can't seem to track down where to resolve that issue.

The second VM does have a different IP than the currently running. I find no trace of the old(current) IP in /etc/httpd (search via grep -R)

Ideas?
