[BlueOnyx:17698] CGIWrap GID errors

We have a script that is failing and we cant figure out why. (and it 
doesnt help that the error is so prevalent it makes googling for it very 
unproductive. )

When a user submits the form, they get basically this error:

CGIWrap Error: Access Control

CGIWrap access control mechanism denied execution of this script for the 
following reason:
Supplementary GID of script userid less than configured minimum.
