The vsite is indeed not owned by admin. Changing the owner to admin 
allows me to toggle SSL.

Changing the vsite owner back to what it was, and now the possibility 
for admin to toggle ssl is gone again.

Only if the owner of the vsite (not being admin) has the SSL additional 
right (as a server administrator) allows admin to change the status of 
ssl for this vsite.

Is this as designed?
