Yeah, this is a problem with OpenVZ. As per Michael's earlier postings:
The OpenVZ VPS quota issue is due to a fault in the 113.5 kernel as

They've still not published a newer kernel. So until that happens you
need to roll back the kernel to the next older version as indicated in
the above message. On your vh3/vh4 that should already be the case.
Michael has advised he has inquired as to when a new kernel will be
rolled up with the fixed quotas.
