[BlueOnyx:20635] DNS query refused for policy reasons

Hi 

I set up a new vsite and the corresponding dns entries.

However, for this site it is not possible to do a DNS query or AXFR transfer. The response is:
RCODE 5
Refused - The name server refuses to perform the specified operation for policy reasons. 
The explanation I found is that “for example, a name server may not wish to provide the information to the particular requester, or a name server may not wish to perform a particular operation (e.g., zone transfer) for particular data.”

What could be the reason that it only affects this new vsite? The configurations appear to be the same as for the other vsites. And for all other vsites the DNS queries and AXFR work perfectly.
