I looked into this and went to the bottom of it. This part of the code
is 20 years old by now and it has always worked like a charm. It still
does work exactly as intended.

BUT: You may experience that the time is incorrect if you do *NOT* have
an NTP-Server configured under "System Settings" / "Time".

During a change of the time zone settings the system clock inherits the
delta change between old and new time zone. So your clock will be off by
that amount and it will remain off until the clock is set to the correct
time.

You do need to have a NTP-server configured (which is good practice
anyway) and in that case the system clock and hardware clock will be
corrected almost immediately.
