Under "Server Administrators" and while editing the Extra-Admin in
question check if these are set:

1.) Checkbox "Virtual Site Management" (must be set!)
2.) Checkbox "Site DNS Management" (optional)
3.) Selectors: "Virtual Site Management: Additional rights" (optional)

Under "Expert Settings" you actually don't need to assign anything at
all, but are free to do so. However: Nothing on "Expert Settings" has
any positive or adverse effect on the Reseller feature itself.
