Yes, it looks like the quota-information of the disk is damaged.

If this is a Container under OpenVZ 7 restart the VPS first. Then inside 
the VPS run these commands as root:

/usr/sausalito/sbin/disk_restorequotas.pl
/usr/sbin/swatch

Afterwards both this command ...

/usr/sausalito/sbin/get_quotas.pl

... as well as the GUI should report proper disk quota and disk usage again.
