There is no such limit, but it could be that PAM_ABL or another brute 
force detection is seeing incorrect logins from your IP address and 
eventually rejects the connections. You say this is a freshly migrated 
server, so it may be that your email client is trying to poll emails 
with incorrect settings and that eventually trips PAM_ABL to fail the 
connections from your IP.

You can check that by running "pam_abl" from the shell.

Also check /var/log/messages for any proftpd related messages:

cat /var/log/messages|grep proftpd
