Yeah, that's the problem. Hard to make recommendations there, as they'll come 
back to hit you over the head eventually. There are so many CMS systems that 
it's hard to make a pick for "which is best", as that also depends on 
expected usage purpose.

As for two that stick out in my optinion:

Typo3 has a pretty good reputation and they have a dedicated security team:
