It must have something to do with where your machine started life and what
updates were applied and when.

I have sites that no matter what I set the PHP settings for memory and other
such settings that are added to their "siteX" file httpd.conf includes, they
NEVER work.  I have tried adding them using the GUI, adding them manually to
the "siteX.include" file, adding them .htaccess files, all to no avail.  I
had to add them to the servers main php.ini file in order for them to work.
The only thing I haven't done is tried adding them to a php.ini in the
site's path, but I am too tired to try that at this point.

I guess that is the result of more options: more problems.  I feel at times
like just backing up the entire site with CMU and RaqBackup, wiping it and
starting over.
