The disk quota information is stored in the filesystems quota database. For 
the GUI to know how much disk quota a user is allowed to have and how much 
he's actually using, "Active Monitor" checks that info every 15 minutes and 
then updates the quota information that's stored in the GUI.

When you did run /usr/sausalito/sbin/disk_restorequotas.pl  per Ken's 
suggestion, that script did read the quota settings stored in CODB and reset 
all disk quota in the quota database of the filesystem to the supposed 
allowances.

What was missing then was running "swatch" ("Active Monitor") to read the 
actual usage and to write that back into the GUI.

If some users still have no quota, then I'd try to set the quota from the GUI 
and see if that fixes it.
