I usually setup databases on MYSQL with username and passwords and then they (web programmers) ftp all content to the site and when they attempt to run the wp-admin\install.php it never goes smoothly. We are in a data center and I can build them any flavor they want virtually and have replicated settings from other servers that they claim "work fine".

They keep wanting "Cpanel" as I assume they are used to working with that.

Do you mean BlueQuartz or BlueOnyx.  You wrote "BQ" but I'm assuming you actually mean BX since this is the BX list, not for BlueQuartz (which is EOL'd and should not be used anyhow).

Funny, I've never had a problem with WordPress installs.   Run the site 
in su-php, set web ownership to the site admin user, set up the database with correct permissions, FTP the package to the server, run the installer.  Done in about 3 minutes.
