That's fine an it should work. Cracklib doesn't need to be pointed to
the exact filename + extension. This is how it works on all the other
pages where passwords are checked as well.

Please try to restart AdmServ and CCED and then see if it works:

/sbin/service admserv restart
/sbin/service cced.init restart
