Michael actually answered this one for me last August when it bit one of 
our customers.  See here:

It has to do with the way that NewLinq works with IP addresses and BX 
serials.

I understand that going forward there may be some enhanced tools to help 
deal with this, but for now, you'll need to do as the message tells you 
and open a ticket to BlueOnyx (ie: via the control panel) or your 
provider for some assistance.
