[BlueOnyx:17762] perl programs don't work in the 5209R

Hi

Because I'm using the 5209R few days,
might not yet understand how to use the 5209R.

Of course they are all 755 chmod, the owner is site admin.
Of course they work fine in 5108R and 5106R.
And they work fine in shell mode in 5209R.
Each the perl programs cause the following error.

 Forbidden
 You do not have permission to access the requested file on this server.

It may perhaps not matter, in 5209R,
the description <Directory /> in httpd.conf is something different from
others.
