I just published an updated base-apache for 5209R which fixes this
problem. You will have to turn Perl off and back on for the Vsite for
the change to take effect.

My apologies that it took so long to fix. It was more complicated than I
thought.

Yes. 5209R uses Apache 2.4 and some of the configuration options are now
different than on older Apache versions.
