Check that the file has 644 permissions:

[root at 5106r mail]# ls -la /etc/php.ini
-rw-r--r-- 1 root root 45366 15. Jun 19:11 /etc/php.ini

Also make sure that /etc has the right permissions:

[root at 5106r mail]# ls -la /|grep etc
drwxr-xr-x 103 root root 12288 18. Jun 16:40 etc
