Michael,

I did a fresh 5209R install and I get a similar error message:

A PHP Error was encountered
Severity: Warning
Message: file_get_contents(/etc/php.ini): failed to open stream: Keine Berechtigung
Filename: controllers/phpconfig.php
Line Number: 695

I checked the file and it have not 644. It have 600

ls -la /etc/php.ini
-rw------- 1 root root 65554 Jun 19 14:05 /etc/php.ini

I did a chmod 644 /etc/php.ini

After the change the message was gone.

Check that the file has 644 permissions:

[root at 5106r mail]# ls -la /etc/php.ini
-rw-r--r-- 1 root root 45366 15. Jun 19:11 /etc/php.ini

Also make sure that /etc has the right permissions:

[root at 5106r mail]# ls -la /|grep etc
drwxr-xr-x 103 root root 12288 18. Jun 16:40 etc
