That seems to have sorted it out after a reboot:

Changed the NAME=“p3p1’\” TO eth1, renamed the if cfg-p3p1 file to if cfg-eth1 and edited the contents for the IP I wanted, CHMOD +x, and reboot.

Secondary interface now appears in the GUI.
