Looking at the list of processes, would say that the enquirie user is
causing the load.
Possibly they have a very large inbox and are syncing from multiple
devices.

Check the size using:  ls -lah ~enquirie/mbox

Reduce the size of their inbox file. And/or have them switch to POP3
