[BlueOnyx:20977] Trouble with perl scripts in a subdomain

We have a customer that has recently migrated from 5106R to 5209R.   It 
was a big jump, and it has taken some time to iron out some wrinkles, 
mostly stemming from customized configurations on the old box.

There is one thing that we haven't been able to get straight and hoping 
for input.

The customer has subdomains configured on one of the sites, and requires 
a .pl file to be run from the cgibin via web.

The same script runs fine from the main vsite, but not the subdomain. 
We have checked ownership and added .htaccess with "Require all granted" 
into the cgi-bin directory.   No joy.

The web browser shows:
Forbidden
You don't have permission to access /cgi-bin/bren-support.pl on this server.
Additionally, a 403 Forbidden error was encountered while trying to use 
an ErrorDocument to handle the request.

The error-log shows

The customer is rather anxious to have this resolved as it apparently is 
tying up their ability to provide customer support.   We don't see a lot 
of cgi these days, and this may be a first for me from within a 5209R 
subdomain. My understanding is the subdomain shares the 
config/permissions of the parent vsite, so I'm unsure why it works for 
one but not the other.  Any input would be appreciated.
