Correct, a siteAdmin has a fixed set of capabilities and these do not
include the ability to configure the PHP parameters of his Vsite. This
is by design and intent, as we don't want them to be able to modify
parameters that affect resource usage.

What you can do if you have someone who needs to be able to modify this:
Create an Extra-Admin and give him the capability "Reseller". Then
change the Vsite-Owner from "admin" to the username of the Reseller. A
Reseller can modify the PHP settings of Vsites that he owns.
