[BlueOnyx:20574] Proftpd error

I just noticed that FTP is not working on a new 5209

 

I unticked the ftp service in the GUI and then ticked it and saved to restart but that did not help.

 

I then looked at systemctl –l status xinetd and got the following:

I checked and there is no other Proftp service running.

 

I googled the problem and nobody has reported anything like this for years. I check all those possible solutions but have had no luck either.
