I found out how that's done:

Even without the "native" MySQL/MariaDB database replication in place
PowerDNS can sync the MySQL databases between master and slaves if
properly configured.

The daemon can be set up so that slaves do an AFXR poll of the master
DNS server and if there are changes, the slaves update the relevant zone
files in MySQL automatically. That's pretty slick.
