Ah, sorry - when I read "are not being delivered or bounced" I 
interpreted that the mail was not getting delivered, in other words, 
bounced.   Whoops!

OK, so you do not get any bounce message, but the message doesn't appear 
delivered.    In your maillog, do you see an indication that it was 
accepted for delivery by the MS server?    If you see that it looks like 
it was accepted, then check for the message in the junk/spam folder on 
the Outlook/Hotmail side.
