Hello Michael,

I think there is an issue.
I tried with another domain.
I did disable .htaccess, I did disable Web Alias Redirects, I did create a
testfolder an accessed it with http/https with and without www. Always
possible. 

However Let's Encrypt renewal for domain and www.domain was failing again

I looks like www is working but without www it is not working.
Maybe between this two checks the .welcome folder is being deleted?

Please try to reproduce the problem.

Very well. So yeah, it looks like that was the source of the problem.

Yes. You've run into the rate-limits and would need to wait until these are
expired. The same happened to me on two boxes as well. :-/

As long as the rate-limits are reached it won't do a difference and the
outcome will always be the same. The limits then also affect the staging
server, so even "--staging --debug" won't show a different result.

It's best to wait out the rate-limit expiry before we take further actions.
