The usability of the phpMyAdmin in that iframe depends on a lot of
factors such as browser type, screen resolution and what not. It works
for some, but the best way to use it:

On that page wait 'til phpMyAdmin has loaded in the iframe and then
click on the small arrow icon in the upper right of the blue colored bar
that says "phpMyAdmin Log in". There are two icons. The left one has the
help text "Open in new browser window." It'll open phpMyAdmin stand
alone in a new browser window that can be resized freely and allows you
much better usability.

Take note of that icon. There are other GUI elements that also use
iframes and in the same fashion allow you to externalize the iframe into
a new stand alone window for better usability.
