[BlueOnyx:26188] fail2ban loses ignore IP list

Hi,

On 5209r (but not 5210r that I have seen, 5211r untested), occasionally fail2ban loses its ignore IP list, reverting back to the default of 127.0.0.1/8.
I have not been able to pin down exactly when this happens, however.
