Yes, there was a recent change to base-ssl. We had checks that test if 
the Vsite and the siteAdmin who owns /web have enough quota before we 
request or renew SSL certificates. Because otherwise (w/o enough space) 
0-byte (empty) certificate files would be written and that would take 
Apache down.

The check for sufficient Vsite quota has always worked. The one for the 
siteAdmin? That needed refinement.

In your case it is very likely that the "SiteAdmin that owns" is either 
over quota, or has less than 1MB of free space. OR (as you indicate): If 
that owner has indeed the name "admin" (same as the admin account of the 
GUI) then that's just plain wrong:

User "admin" cannot be a "SiteAdmin that owns /web".

Please change that setting to another user who has siteAdmin rights for 
the Vsite in question *and* has enough free disk space assigned.
