The first manual install we did several years ago with CentOS4 BlueQuartz is 
written up here;

The relevent part concerning quotas, is below, we did this before installing 
BlueQuartz, possibly be the same for BlueOnyx.

#  Setup quotas;
   /bin/mount -o remount /home
   /sbin/quotacheck -cuga
   /sbin/quotaon -aug
