Barry,
A place you might want to look after you've got shell access for the
site enabled would be at the individual user. When you look at the user
list, users that have shell enabled have a little "terminal" icon on
them. You can only enable/disable shell access for a user once it has
been enabled for a site, so click to edit the user and see about the box
for allow shell access there. If it's not checked, check it and then save.
