Update: We took all of the files out of the vsite's "webalizer"
directory (copied them elsewhere) and then re-ran this"

cp /var/log/httpd/access_log /tmp/.logrotate_apache_access
/usr/local/sbin/split_logs web < /tmp/.logrotate_apache_access
/etc/cron.daily/00webalizer

Nothing wrote to the webalizer directory. Navigating to the Webalizer
page within BlueOnyx yields a "Page not Found" error. Because the
webalizer directory is empty.

So could it be an issue with directory permissions? I wouldn't think
so, since the webalizer directory is drwxr-xr-x and owned by
apache:site15. And yet, here we are.
