[BlueOnyx:20672] http error 500

I did a cmu migration to on a site the has Joomla 3.6.5 and it also has 
a store using opencart.

The Joomla site for the site and the admin are both load a blank white 
page and shows a 500 http error in the the logs.
HTTP/1.1" 500

The Store side loads just fine no issues

PHP 5.3.29
php mem 96M

Have tried php  version 5.4.16 5.6.30 and 7.0.15 no change to side

Any one have ideas or thoughts>
