Michael,

Sorry if I'm suggesting things you already throught about, but please do
remember the group ownership on directories (the g+s) that forces the same
group as the directory for files created within. This is one of the issues
with wordpress installations - the directories are created without this bit
and then php safemode gid doesn't work right and the files don't get counted
in the site quota, etc...

Also, a mechanism to reset group ownership to sitexx would be very useful in
those circumstances and closely related. Perhaps a change-user to another
valid site admin (or regular user in a private web root) is a really good
thing too.
