I might want to add you should try to ping the hostname as well and see if it resolves to the same ip-address, maybe you have local dns service configured to another ip-address.
Is the user able to login to the siteadmin/personal profile itself ? Have you made him siteadministrator? Else he will not be able to login via ftp.
