Hmm, that's weird. We had that behaviour before where cmuImported sites or 
sites created with caddvsite didn't get the default PHP settings. I thought we 
had that fixed by juggling some of the CCE handlers around, but apparently 
that only fixed it for CMU. I'll look into it.
