The checkbox you're missing is usually only visible if there is a certificate 
present for that site. It then shows up in the 1st row in the table that 
displays the SSL certificate information.

When you click "Create Signing Request", there is a checkbox named "Generate 
Self-Signed Certificate".

If that checkbox is not ticked, only a cert signing request will be generated 
and presented for download. 

But If the checkbox is ticked, additionally a temporary self signed 
certificate will be generated, that you can use until you get the real 
certificate.

You probably had the "Generate Self-Signed Certificate" checkbox unticked when 
you generated the signing request, hence you don't have a self signed cert now 
that can be enabled.
