I am able to log into the administrative backend on both sites.  Both sites were also manually updated to the latest version.  One site, while trying to correct it, I found out that it being an older site that was CMUed over, I was unable to reach some of the modules and components from the backend.  I went into the BX GUI, and suPHP was off, but I changed the owner admin account to the site’s administrative user, which resets all the directory ownerships, and the problem went away. The other one is still producing the error.

Interesting. I noticed that the other day on a J1.5.x install as well.

Don't suppose you can login to the Joomla Admin, can you? Because on the two sites I was seeing it on, (I recall seeing the error message you mentioned in the apache logs) I was/am getting a "Restricted Access" when I hit the /administrator link. No ability to login.

I've got two sites on my server that do this:

They are both Joomla 1.5 sites. I have other Joomla sites on the server, 
but only these two do it. What does it mean?
