I deleted /root/.mc but it didn't change a thing. 

MC continues to take minutes to respond. Opened another PuTTY session and
now notice that also the shell responds to commands with incredible long
delays (more than a minute!).

I don't experience any issue with the web and email servers.

What could be the reason for this strange behavior?

That is a good question. Maybe the config directory is corrupted?

When you run "mc" as root, it creates a directory at /root/.mc/ to store
your settings and history. Each user that has used "mc" at least once has
such a ".mc" directory in his home directory.

You could delete those directories and could start "mc" again to see if that
makes any difference. On first start it will create a fresh ".mc"
directory again.
