It was:
EXTRA_FLAGS="-x -r 8.00 -u mailnull -i 127.0.0.1 -i ::1 -i 208.67.253.135/32
-i 208.67.253.136/32 -i 208.67.253.137/32 -- -U /var/run/spamd.sock -s
1024000"

I then did as you suggested. With the box ticked to scan outbound it looks
like:
EXTRA_FLAGS="-x -r 8.00 -u mailnull  -- -U /var/run/spamd.sock -s 1024000"

I then unticked it again and it went back to: EXTRA_FLAGS="-x -r 8.00 -u
mailnull -i 127.0.0.1 -i ::1 -i 208.67.253.135/32 -i 208.67.253.136/32 -i
208.67.253.137/32 -- -U /var/run/spamd.sock -s 1024000"

However looking at the Spamass-Milter man page it seems like you should have
an -I to have it not scan SMTPAuth users.
